What if they make it a "winter superstorm FREE zone!!!!" That way the winter super storm cannot enter the state! BRILLIANT!

They could also just limit the capacity of the storm...... Maybe cut its rain capacity in half to make it safer and green?

Oh wait what if they pass a "winter superstorm control law" to make people FEEL safer? no? not good enough? Would someone please think of the children!
