"BANGOR, Maine — A local man who carried a 9 mm handgun on his belt into Denny’s restaurant early Sunday scared those inside so much that they called police, Sgt. Paul Edwards said Monday. The man was arrested."..............
The men “were all ordered to put their hands on the table,” Edwards said. “Two of the men complied, while the third, with his back turned towards the officers, lifted his shirt, revealing a gun on his hip.”...........................
After police interviewed him and others at the restaurant, Clendenning was arrested on charges of carrying a concealed weapon and terrorizing. He was taken to the Penobscot County Jail and later released, a jail official said."

Not very smart to get caught concealing when you do not have a permit.

First of all who cares if someone conceals a weapon "without a permit"??

Are you really an advocate of requisite training to exercise Constitutional rights?

Must we pay to exercise Constitutional rights?

Secondly, how do you "get caught concealing"? Concealed means concealed. The details in this story are scant, so you are imagining a lot.

Whether you agree with it or not, the man broke the law, then revealed to the officers that he was breaking the law. The story says he lifted his shirt revealing the pistol... So it was concealed illegally, and he revealed it to the officers... You're right. Concealed means concealed. But you can unconceal a concealed gun, and if they saw that you were concealing it, it's an easy arrest...

Q3. ummm, it looks like we do.
He was caught because it appears he is lacking some common sense.
