I’ll be moving back to Erie PA after being a resident of South Carolina for the past five years. I have a New Hampshire non resident permit and I’ll be getting my Pennsylvania resident permit. When I get my PA permit will I be able to open carry? I guess what I’m asking, is Pennsylvania an open carry state?

Welcome to OCDO old salt

PA is very OC friendly

Except for Philly, you do not need a permit to OC on foot, only in a vehicle. Brief synopsis of PA laws can be found here:

A great source of PA specific information is PaFOA (Pennsylvania Firearms Owners Association) and a really dedicated group there too.

In response to your query, the following applies:

1. It's not a "Pennsylvania resident permit," it's a "License to Carry Firearms" (more commonly called an "LTCF"). Yes, Pennsylvanians do get picky about such things.

2. Once you have your LTCF you open carry, concealed carry, or even (gasp!) not carry at all. Open carry does not require the bearer to possess an LTCF.

3. Yes, the Commonwealth of Pennsylvania is an Open Carry state.

In order to become more enlightened (i.e., learn stuff), you might consider the following:

1. Download, print out, read and digest the following: http://paopencarry.org/pdfs/Pennsylvania_Gun_Rights.pdf

2. Pop over to either the Pennsylvania Firearms Owners Association website at http://www.pafoa.org/ or the Pennsylvania Open Carry website at http://paopencarry.org/.
