A group called Arkansas Right to Carry says House Bill 1051, the Defense Carry Restoration Act, wouldn't allow guns anywhere they are banned today, like sports stadiums or near schools.
A similar bill never made it out of committee two years ago.
The bill's sponsor thinks the makeup of the legislature, with more freshman Republicans, means open carry has a better chance now.
