Ok, I'm a wisconsin resident, but a friend if mine just moved to Mississippi. He is getting his ccw there in MS. He was told by a cop that in MS. if you have a ccw and are carrying your gun, you may not carry the weapon with a round in the chamber. Can someone tell me if this is true and if so, can you please give me the MS statue. Also one more question just for my curiousity, do y'all have a premption law in MS.

There is nothing stating how your defensive sidearm should and shouldn't be loaded. Hunting rifles and shotguns might be different. You'll have to find that statute about hunting. Here is all the statutes that concern us except for the voice recording statute (I'm to lazy to find it). 51 and 53 are your preemption stuff and exceptions.

Car carry without permit: OK
Carry on property without permit: OK
Carry off property and out of car without permit: NOT OK (I don't agree, but that's MS law)

MS Code: 97-37-1, 45-9-101, 45-9-51, 45-9-53

IANAL, but can read and speak English

There is no law in Mississippi that says a round cannot be carried in the chamber of a handgun. Maybe in other states but not here. But still, don't take my word for it - read the laws yourself.

One thing to keep in mind, laws are written to prohibit actions - not to allow actions.

I would recommend http://www.michie.com/mississippi/lpext.dll?f=templates&fn=main-h.htm&cp=mscode for looking up the codes.
For instance, look at SEC. 45-9-53 Exceptions at www.mscode.com and then at the site I listed and you will see why.

I've never heard of any such law either.
