When you read the article by the left wing Salt Lake Tribune, you will notice that the author says that a provision that would allow open carry on colleges and universities was removed because it was a "mistake". The author is technically correct because it is already legal to open carry on college campuses and universities that receive State funding. This provision was removed when the Chancellor of the University of Utah acknowledged that this is indeed already Utah Law.
Actually, it is now a crime in Utah to carry on within 1000 feet of a Utah Public school, college, or university. We are hopeful that the bills currently working their way through the Utah State Legislature will eliminate the need for a permit to conceal, get rid of the 1000 foot victim disarmament zone from all Utah Schools, and remove the roaming school victim disarmament zones that currently exist everywhere that a school, daycare, trade school, or massage therapy school may send a student on a field trip!
Those with a permit from any state may carry in any public school in Utah per Utah law, no comment on the unconstitutional federal abomination! Certain State Colleges and Universities argue that since the Utah permit Says "Concealed" on it that carry must be concealed. Nothing in Utah Statutes REQUIRE the concealment of any weapon--- the permit merely allows it by eliminating the penalty for doing so. In fact, it is the same statute that allows LEOs, Judges, Federal Marshalls, and certain others to carry in Schools that allows those with a Concealed Weapons Permit to carry!
And State funding has nothing to do with it! Many PRIVATE agencies and schools received State funding and they can make their own rules with regard to weapons, BUT violation of those locations merely results in a trespassing charge IF ONE REFUSES LEAVE WHEN NOTIFIED. In order for them to success in getting a conviction on that charge per Utah Law, if they are OPEN to the public and the accused LAWFULLY entered they must prove the the person carrying somehow interfered with their business.
