Can people who are not residents of Wisconsin open carry? And if they can what the the places off limits and what other laws may they want to know about Wisconsin open carry.

Where rights secured by the Constitution are involved, there can be no legislation which would abrogate them.

Yes any legal adult can Open Carry, as long as your not a prohibited person and at least 18.
Here is a good start to the legal stuff http://www.wisconsincarry.org/default.html# Then click on Legal in upper right then WI Legal Citations.
Most malls are off limits by a tiny little rules sign posted somewhere

Link to download Wisconsin Open Carry pamphlet:

Most importantly, Don't talk to Cops, anything you say can and will be used against you in a court of law.

    Quick summary:
    No vehicle carry
    No State Park
    No Govt buildings
No Bar\Restaurant with Class B (on premises consumption) unless you have permission from Owner, manager, License holder
No school zones (knowingly in school zone)
    No Concealed

Well for me I'd be more of a driving through the state and getting gas or food. Would I need to know locality laws or do you have full state preemption?

OC big thing is watch school zones, and what flavor of sheeple you will encounter, dont CC, or it's your butt, even by accident. be lovely and charming, but dont expect that out of the cops.

We have preemption, but it doesn't mean the thousands of municipalities and LEO's know and abide by "the rules". There are still regulations on the books that don't comply and can be used to harass and waste your time, while an officer gets paid overtime to smile at you in court.

If you haven't seen the Don't talk to Cops series on Youtube look it up. Or here on Google Video http://www.google.com/search?q=dont+...vid&source=vgc
It gives excellent examples of innocent honest answers being twisted to sound like a guilty party.

and if you are going to carry for protection you should protect yourself from the LEO as well by carrying some sort of recording device just in case they "try to dance under a pale moon light" with you

Hmm. I wonder if I could get a pocket pistol to fit securely into a cheesehead hat....

Or, maybe once CC comes around a little compartment?
