i have little respect, and give little credence to the crowings of the chief of police who has promiced to put law abiding citizens on the ground, ie; prone them out, who are exercising their Constitutional rights. they are no better than chief knobby in my book.

But I'm surprised that the Chief would make such a comment, publicly, when he knows he's facing lawsuits for actions against the Constitution... just another Amendment.

You are right. I tend to be very dramatic till I've hit my third pot of coffee.

Tofu pitas go great with a side of failed careers. Flavor? Wisconsin Police Chief. Madison or Milwaukee, makes no difference as long as you like pork. The blood of Union leaders goes well too. And it's still fresh. Throw in a PeTArd fondue and we are looking at a capitol shindig!

Seems to me like the Madison Police Chief is allowing the protesters to break the Law. According to the requirements set forth to obtain a Permit ( Insurance liability, the permit is only good for a set amount of time & a set amount of Hours, each day ) & in the rules of things you can do + CAN'T DO at the capitol..these Protesters are breaking every rule yet the Liberal Police Chief is looking the other way....... Makes me sick. What about health code violations, etc. They need to lock the Capitol doors after 9 pm...make em protest OUTSIDE. Someone should call the Police to ask it the Protesters obtained the needed permits for a crowd over 10,000 , Insurance, $3000.00 deposit, etc, etc, etc


Street Use Permit Application Process

1.
Complete the Application
IF APPLICABLE include the following with the completed application:

Complete Event Schedule

* The schedule begins when event set-up starts, including set-up on sidewalks, terraces or parking and ends when the street(s) is re-opened for normal use.
* The schedule should encompass all activities planned for the event, such as:

Vending – Food, Beverages and/or Merchandise
Music/Performances
Displays, Exhibits, Demonstrations
Rally, Parade, etc.


Site Map of the Event

* Include the following information: location of tents, stages, fencing, vendors, portable toilets, dumpsters, staging areas, emergency vehicle access lanes (minimum of 16’), accessible paths for wheelchairs as well as ample disabled parking, and any other related event components not listed above.
* A detailed route map should also be provided if the street closure is for a run, walk, parade or other “moving activity.”
* The approval/issuance of a Street Use Permit for an event does NOT approve the proposed route for an event. Routes need to be approved with a Parade Permit.



Safety and Security Plans

* The Safety Plan should include first aid and emergency response procedures, emergency contact information, designated “lost child” area, plan to communicate information to staff and volunteers.
* The Security Plan should include, but is not limited to, the hiring of private security companies and licensed professional emergency medical services, plans for crowd control, alcohol containment, securing valuables and protecting event participants.
* Per MGO 10.056(4)(a)11 – “f there will be any extraordinary security measures including searches of persons or vehicles, the applicant shall submit that plan as a separate Attachment to the application.”
* City of Madison Police and Fire Department representatives may make additional recommendations after review of the Safety and Security Plans at a Street Use Meeting.



Clean Up and Recycling Plan

* Include plans for collection and disposal of materials during and after event - number and location of garbage/recycling containers and dumpsters; number/schedule of volunteers/staff assigned to collection and clean up.
* If City containers are not used, please provide name of collection agency providing equipment and service for the event.
* Any group that leaves the area in a condition that requires special clean up by park crews will be charged the full cost of clean up.
* If you need assistance with your clean up and recycling plan, please contact the City of Madison’s Recycling Office, via email or at (608) 267-2626.



Notification Requirements

* Outside of the Mall/Concourse Area:
o Large Public Events of three (3) or more blocks, 10,000 or more estimated attendees and any event requiring bus detours or significant traffic rerouting shall send a copy of the street use permit application to the alderperson(s) of the aldermanic district(s) where the street closure is requested and to the area neighborhood association within five (5) days of submitting the application.
o The Event Organizer shall provide written notice of the event to each occupant on the street(s) to be closed, prior to the event. The notification shall include contact information for the Event Organizer. The purpose of the notification shall be to exchange information and receive public comment about the details of the event. The Event Organizer shall keep a record of all public comments and provide them at the Street Use Staff Commission meeting when the application is reviewed. If a Street Use Permit is granted, the Event Organizer shall also promptly notify any merchants or building occupants identified by the Street Use Staff Commission. The Event Organizer shall provide the Staff Commission a copy of the written notice(s).
* State Street Mall, 700-800 State Street:
o Groups or individuals requesting the use of the Podium (700-800 State St.) during regular business hours, Monday-Friday, 8:00 a.m. to 5:00 p.m., must notify the agencies surrounding the State Street Mall. The list of agencies to be notified is included with the Street Use Permit Application. Please have an agency representative sign the petition. Electronic signatures are acceptable and encouraged. The event organizer must provide agencies with the application information for the event – date, time, location, contact information, etc. Turn in the signed petition with your completed application.



Certificate of Insurance

* The City’s Risk Manager will make a determination regarding the requirement of insurance for an event or activity.
* Insurance requirements depend on the risk level of an event which is determined by such things as the size and nature of the event, activities planned for the event, the expected attendance, potential for injury, if there is alcohol, and other considerations.
* If a Certificate of Insurance is required, the event organizer will submit a general liability insurance policy certificate in the amount of $1,000,000 naming the City of Madison and its Parks Division as an Additional Insured.
* The City of Madison Risk Management Office must receive this certificate 30 days prior to the event date. This official certificate may be submitted electronically, mailed or faxed.

Special Conditions for Mall/Concourse Area

* Library Mall: Please note that the location between Park Street and Lake Street is part City property and part UW property. If your event takes place on the Library Mall (area between Memorial Library and State Historical Society) you will need to contact University Central Reservations at (609) 262-2511.
* State Street Mall, 700-800 State Street:
o See “Notification Requirements” above.
o In general, an event that takes place at the Podium/700-800 State Street may not displace city vendors that are licensed to sell in the 700-800 blocks of State St.
o There is no amplification Monday-Friday before 12:30 p.m.and noise/music must be kept to reasonable levels at all times.
* 30 on the Square (performance area at the ‘top’ of State St. – 100 block):
o In most cases an event that takes place in this location may not displace city vendors or sell merchandise. If an event requires either of these options, a special resolution must be approved by the Common Council. A minimum of 60 days is required for this process. Call (608) 266-6033 with questions.
o There is no amplification Monday-Friday before 12:30 p.m.and noise/music must be kept to reasonable levels at all times.
* Peace Park: Lisa Link Peace Park is a City of Madison Park. Any events or event components that take place in Peace Park must complete a Parks Event Application. Because this is a Madison city park, it does have different regulations and fees.
* Capitol Square:
o An applicant requesting the use of the Capitol Square for their event shall post a $3,000 cash or surety bond to guarantee payment of City equipment and services.
o An event sponsor requesting the right to sell food and/or merchandise in the State Street Mall/Concourse district and further requesting the authority to select the vendors to participate in their event must receive Exclusive Use privileges. Granting this right and providing this authority for an event requires the adoption of two separate resolutions by the Madison Common Council. The resolution process is detailed in the MGO 9.13(6)(k) and requires at least eight weeks to insure proper notification. A $50 fee per block of Exclusive Use will be charged to the Event Organizer.
o If there is a request to have activities on the State Capitol grounds, a Capitol Grounds permit is required. Contact the Capitol Police at (608) 266-7840 for information regarding this permit.



Waiver Explanation
If an application is received more than 60 days before the event, the Street Use Staff Commission may wait to review the application so that all the information and details of the event are current and complete. In these cases, we request that event organizers waive the 21-day requirement for a decision on the application. If you agree to this waiver please check and initial the statement as indicated.

Review by Street Use Staff Commission
Event organizers may be asked to attend a Street Use Staff Commission meeting. The meetings are every other week on Wednesdays, beginning in late January, at 10:00 a.m. in the Parks Office Conference Room, 210 Martin Luther King, Jr. Blvd., Rm. 108. Community Event Staff will contact you if your attendance is required. At the Street Use meeting, event organizers will be asked detailed information regarding the proposed event. Event organizers should be prepared to discuss and finalize the following application documents at the Street Use Staff Commission Meeting:

* The site map of the event should indicate the location of the event, proposed street closing(s), location of vendors, stages, displays, portable toilets, trash and recycling containers and dumpsters, event staging areas, electrical needs and other information as appropriate.
* The event schedule indicating when set-up for the event begins and when streets will re-open for normal use.
* The plan to notify area alders, residents, merchants, about the event.
* A detailed map of the route if the street closure is for a run, walk, parade or other ‘moving activity’.

Staff from the following agencies and departments will be present at the Street Use Meeting to review the application, verify information, answer event organizer questions, determine appropriate conditions for the event and provide necessary assistance to facilitate the operation of the event should the application be approved.

Capitol Police – determine whether events require use of State Capitol grounds and inform applicant/sponsor of “State Facility Use Permit” rules and guidelines.
City Engineering – advise of construction projects in event area and/or on proposed routes.
Fire - evaluate events for adherence to fire and safety requirements.
Madison Police – evaluate and recommend appropriate safety and security requirements for events. Special Duty Officers may be required for large events or when alcohol is served. Work with Traffic Engineering and organizer to develop acceptable traffic management plan for events that have significant impact on City streets.
Mall Maintenance – determine if event requires equipment rental and ensure post-event clean up is properly planned for by the event organizer.
Metro – review and evaluate the number and location of bus routes affected by an event and recommends Metro detours and/or requirements for events to accommodate routes.
Parking Utility – determine number and location of parking areas affected by event. Provide equipment and direction to facilitate parking requirements for event.
Parks – chair and administer Street Use Staff Commission meetings. Review applications and advise applicant/sponsor of requirements for event activities and location. Provide administrative assistance to sponsors and staff throughout the application and event process.
Risk Management – determines insurance requirements for an event, dependent on the risk level associated with the event.
Streets – review street conditions and sanitation, including recycling, needs for events.
Traffic Engineering – review the location of street closing(s) and determines barricading, signage, detour and parking requirements for events. Work with Police and organizer to develop acceptable traffic management plan for events that have significant impact on City streets.

4.
Approval and Issuance
* Approval of the application is based on the “Standards for Issuance” detailed in Madison General Ordinance Sec. 10.056(6).
* IF/WHEN the application is approved a Street Use Permit will be issued to the contact person on the application. The Street Use Permit will list the date, time and location of the event, as well as any conditions for the event.
