Philadelphia and the Florida 'Loophole'

Something I don't understand. Here in Tennessee, it is the state that is the authority (issue, deny, revoke, etc.), why is that not the case in Pennsylvania?

Correct me if I'm wrong on this, but would that not stop the apparent silliness, dishonesty, and/or vindictiveness seen with permits issued in Philadelphia?

In PA it is the individual county sheriff...or in the case of "City of the First Class" the Chief of Police...that issues the license. In a Shall Issue state, it should not matter who issues when the requirements are the same throughout the state. But as stated in the video, Philly thinks they are above the law and creates their own reasons for denial/revocation.
