'Permitting' OC lawsuit..?

I was just thinking...IF we get CC that requires a 'permit' to do so, what are the chances that a lawsuit would befiled due to the fact that no other rights require permit. Since the state constitution allready makes it a RIGHT....Is this a doable scenerario?

If wisconsin CCW has imposed restrictions in order to obtain a permit to carry, then a constitutional challange to the restrictions may look like the lawsuit shown below.
