The correct response should be raise the speed limit to 100 mph. Problem solved no one will be breaking speeding limits.

Ban cheap low cost "saturday special" tires. Ban large tires because you can't drive fast with small tires. Require high velocity tires to have special federal government approval and tax stamps and serial numbers and oh, of course, you have to surrender your 4th amendment rights so they can inspect them any time they want. And for the finishing touch you can no longer have a silencer (ie muffler) installed because that is somehow more dangerous than keeping things more quiet.
