Yesterday I saw the new L&O:LA. The plot involved a guy the shot a state senator and 6 other people. When the detectives get there they talk to a guy that says that he could have stopped the shooting. When the detectives ask him how he uncovers his pistol and says "I have a carry permit, I could have stopped this".

What do you guys think NBC was trying to say or do by putting this part in?
