The tricky part is that Ohio considers the firearm "loaded" if you have even one round in any magazine for it (or in a speedloader if it's a revolver). Such "loaded" transport of a handgun is legal only if you have an Ohio-recognized carry license. With long guns that strange definition applies to everybody, magazines must be empty.
