Basic Government 101: The House passed a Bill prohibiting open carry. Now the Bill goes to the Senate. If approved there, then the Bill goes to the Governor for approval. If approved, the Bill becomes Law.
Nothing has changed yet regarding open carry (what little of it you have in the ha-ha Golden State), yet.

the Bill has to go trough a few more committees, Senate Safety, Senate Appropriations, and then to the full Senate floor for their vote. It can get modified anywhere along the way. IF it does, it then needs to go back to the Assembly floor for another full vote.
Once passed by both house's, it is then sent to the Governor. Where he can do one of 3 things. Veto it. (it dies), sign into law, or refuse to sign. Either way it becomes law.
If it becomes law, there will be at least one lawsuit filed in Federal Court. There will be a "stay"(where it will be held up until the court heres it, and decides on the case)
Even without the lawsuit, the earliest it will become law is 1/1/2012.
