Municipal code and state law on carrying while intoxicated

If a city has a municipal code that says it is illegal to be in possession of a firearm while intoxicated, is it illegal in that city?

Or do we go by state law that says you have to do something negligent?

and why, if you can explain. Thanks :)

Thanks, I read through part of it and will hit the rest later.

Knowing the thought process behind the thread, after reading the OP, I had just stayed out of it thinking it was an outright argument of opinion.

I'm glad to see some information was brought out of it.
