Yeah, time to go to HIGH ALERT for the law abiding! If your a cop, and you pull someone over, how often is it that before you even approach the vehicle that you know the person behind the wheel has had an FBI background check, been finger printed, and is licensed to carry a concealed pistol? Sounds like (logically) it would put the police officer more at ease. I am not saying to treat it any differently, of course a police officer should always have their self awareness at 100% and stay alive. Just another illogical city/police department.

Cops should assume everyone is armed. I suppose that they don't have to since they're in Maryland, which shouldn't really even be a state.
