    "Under current rules, agents must open such an inquiry before they can search for information about a person in a commercial or law enforcement database. Under the new rules, agents will be allowed to search such databases without making a record about their decision."

    Government agency empire building at its worst. Happened in the service (military), too, but we were a bit more capable and willing to police our own. Most of us desired a smooth, effective military unit, and most of us realize empire building hampers that in the long run.
    The First protects the Second, and the Second protects the First. Together, they protect the rest of our Bill of Rights and our United States Constitution, and help We the People protect ourselves in the spirit of our Declaration of Independence.
