We are now running on a new, and hopefully much-improved, server. In addition we are also on new forum software. Any move entails a lot of technical details and I suspect we will encounter a few issues as the new server goes live. Please be patient with us. The story so far seems to be missing a lot of details. Even if the guy thought he was attempting a legitimate citizen's arrest the use of deadly force is clearly unwarranted. I would be interested to see what else the investiation turns up.

As far as we know he's crazy and was illegally carrying that gun.

That sounds a lot more like attempted rape / robbery than citizen's arrest. I would guess that was his standby story if he got caught.
