Check Midway USA or Brownell's. They usually have deals going on. Cheaper than Dirt still has some of the best prices around.

Through July 6th you could price match Walmart or someplace to Gander Mountain then use the $15 per 100 box rebate to make it like $19-$20 per 100. Limit 5 boxes (of 100), but hey.

Excellent deals from time to time, definitely worth checking periodically. I just picked up 500 round boxes of Remington 115gr UMC rounds for $100 a box (4th of July deal they were running, they are now back to $115 a box). Shipping is decent too.

Midwest Shooter Supply http://www.mwshooters.com is located in Lomira, WI. They offer pretty cheap ammo too, although I don't think they ship

To me, that is the only way to go, unless you have a State or Federal sponsor, i.e.: unless some one else buys your ammo and pays you shoot it.
