packing heat in plain view???

there is an article i read on here for the Lancaster County, PA, it was about a guy Open carrying in gun, there is a mall called park city, he would OC his gun in the mall, shopping centers (like walmart) restaurants, etc, i didnt think you were aloud to carry a gun into those places? could someone explain to me if you are aloud to carry in those places? park city mall has a sign on the door and it says no guns, knifes, etc, what is that about?
