Kitsap county enacting a code change

The addition of a new section to Kitsap County Code Chapter 10.24, Article 3, section 2 provides a means to shut down the operation of an existing shooting range.
This is in 10.24.103 Ranges---- Permit Required
This s a lengthy read. All operators of ranges must apply for a permit to open a range, or contiune the operation of an existing range, no later than 31 Oct, 2011. An existing range , having made application for the permit, can continue operating until 31 Dec 2011 while waiting for the permit to be issued. If the permit is not issued, the range cannot operate.
This entire thing comes from residents who purchased property and / or moved into housing adjacent to Kitsap Rifle and Revolver Club, knowing the range was there and had been in operation for 70+ years. The county has been trying to get the land the range is located upon for several years, and has been unsuccessful. Soooo..use the provisions of Article XI Section 11 of the Washington State Constitution (Public health and safety) to back door the range acquisition. But to avoid charges of being descriminating, this will effect ALL ranges in Kitsap County.

Every time I hear anything coming out of Kitsap County government my blood boils and I want to start the revolution. These people will never stop till they have all citizens in shackles as slaves and holding all the money and guns. They are tyrants that need to be removed by force since they control the elections board and vote counters.

As annoying as this is do you think it will help put a end to the harassment the range is going through

Eddie, I am fairly certain that it will end the harrassment. Here is how... They will do the required NRA Range development technician inspection, require several changes and then decide to not issue the permit. End result, closed range, many many $$$$$$$ to spend to get it open again. In the meantime, the county condemns the property, takes possession and converts it into the park they have wanted for several years.

There will be a Special Meeting this Thursday, July 14th at 6:30 pm for all members at the Club house. This meeting is to discuss the new ordinance the county is putting together.



10.24.105
Review committee.
(a) A review committee is created for the purpose of recommending to the county board of commissioners the appropriate criteria for ranges and for petitions to establish additional “no shooting” areas within Kitsap County. Such committee shall consist of seven persons as follows:(1) The county sheriff, who shall chair such committee, or his designee.(2) The director of the county department of community development, or his designee.(3) The presidents of the Kitsap Rifle and Revolver Club and the Poulsbo Sportsman Club, or their designees.(4) Three citizens-at-large to be appointed by the county board of commissioners.(b) Upon the receipt of the review committee’s recommendations, the board of commissioners shall set such matters for consideration at the next regularly scheduled public hearing or as soon thereafter as they may appropriately be heard.
