That would be quite a number. Here are all the stats I have right now, sorted by %. A zero only means "No Data". If you have solid, reliable, recent figures for these states let's hear them, with cites.

If over 26,000 applications received on November 1 means delays on applications received after that date.

Processing Time Per Permit: 5 Minutes
Licenses Processed Per Staff Member Per Hour: 12
Net Daily Work Hours: 7
Licenses Processed Per Staff Member Per Day: 84 Daily Processing Capacity: 840
Work Days November 1 - December 15: 31
Total Licenses Processed Per Staff Member During Period: 2,604
Total Licenses Processed by All Staff During Period: 26,040

So the State makes $525/per hour, or about $47 out of the $50 per permit. Of course there is a little bit of maintenance of the data base, so be generous and say the State makes $40 per permit. Say it comes to an average of 50,000 in state permits and 50,000 out of state permits (after next year) per year. Net to state, $4,000,000 per year, assigning $1,000,000 to the bureaucracy and maintenance of the data base. A very nice little racket.
