It's in section 3. From what I read, you can transport a rifle or shotgun, but it has to be in a nonfunctioning state, or inaccessible, or with the ammo inaccessible. Which makes it fairly useless for self-defense. If you are 21 or older, and can legally possess a firearm, you can carry a concealable handgun however you wish, but it sounds like you're not yet 21.
From my reading, it looks like nobody can carry a long gun ready for action in their car. That doesn't sound right, but the law doesn't have to make sense. If I'm wrong, someone will correct me though.
If you are young, and moving to a less than stellar neighborhood in KCMO, I would recommend being discreet with your firearms. You would likely provoke unwanted attention from both the LEO and the local disreputable types.
