This has been said many times before. I believe Bill Cosby was severely attacked by some elements of the black community for his speech at the 50th anniversary of the Brown vs. Board of Education Supreme Court decision in May of 2004. He emphasized that the community has to step up to the plate and can't blame everything on the "system" or excuse criminal behavior and rampant pregnancy rates. I can't find the reference but I thought he also made a public statement in the vein of, "There is a problem in our culture when students with SAT scores over 1200 are trying to look and act like felons." Whatever the correct quote was, IIRC he was attacked for that as well.
I have neither the knowledge nor the wisdom to solve all of Milwaukee's ills. What is clear is an ever-increasing segment of the culture believes they have no personal responsibility or accountability for anything they do and someone else is always to blame. I think we all can see where that train is heading.
