Yes - the writer was clueless and I think he confused what Rick was telling him that the PP serves as the License to OC a pistol registered in the OCers name.

On the flip sode fox2 did a pretty good story I'm told.

The LTP is only good for 30 days, after which you no longer need to have it with the weapon, and can throw it away.

Does it still count as a license?

It only needs to be kept for 30 days, it does not expire after 30 days...

The licensee may carry, use, possess, and transport the pistol for 30 days beginning on the date of purchase or acquisition only while he or she is in possession of his or her copy of the license. However, the person is not required to have the license in his or her possession while carrying, using, possessing, or transporting the pistol after this period.
