I humbly write to you this letter, knowing this problem was not caused by you, but is now something that is within your midst to correct. These are the mere observations of a former Reconnaissance Marine trained in the area intelligence gathering during one year of attending Board of Frearms Hearings, within your building in Middletown.

I have been waiting for a board of firearms examiners hearing for the past year I live in East Berlin, Connecticut and have attended almost all the firearms hearings this year. As a pattern I see that the State Police Licensing & Firearms unit, via Detective Barbara Mattson have a pattern of making deals at the board the day of the hearing, without being heard. As I’m sure you’re aware the backlog for a Board Hearing is about a year and six months, why last minute? Everyone I have witnessed graciously accepts their “Deal”, leaving me with the impression if offered at any time before the hearing they would have surely accepted.
At the last hearing Nov 10th 2010 there were 7 cases scheduled to be heard under your name, by your representative Andy Matthews, only 1 was heard by the Board and voted upon. If you listen to the minutes that will soon be posted at the end of the hearing the Chairman and the Board Secretary made comments about the deals that are made last-minute effectively tying up the Board and shutting down the process, by the State Police firearms licensing unit. There are a year and half worth of people waiting, the state police shut down that hearing to make deals that could have been done anytime during the 1.4 year wait?
As I’m sure you’re aware Chairman Kuck a board member currently has a lawsuit against the Department of Public Safety in the second Circuit of Court of Appeals. In one of the rulings the Judge note’s the files do nothing but collect dust for over a year to be settled at the hearing without being heard, the numbers listed don’t lie.(Information Available at PeterKuck.net)

I have viewed multiple freedom of information act requests of firearms diary logs, clearly Det. Mattson is making deals for thousands of people, it appears she holds on to a few for “backlog purposes”. (Recent logs available at CTGUNRIGHTS.ORG from Edward Peruta FOI request)
The reason I make this point is in 2004 when I asked about The board of firearms examiners Det. Mattson noted in my firearms diary log that she didn’t say the Board is a total waste of time. Which she did, and also stated she controlled them and “she has the wait up to two years.” (Attachment #1).
6 years later after attending hearing’s for 1 year it becomes clear on how that occurs:
The Dept of Public Safety for the Dec 9, 2010 hearing has 7 cases listed, and for the Jan 13, 2011 hearing, has 7 cases listed.
I all ready know that that those 14 cases will not be heard, unless they do something different than they’ve been doing for the past year that I’ve been “sitting in” & observing.
If you can let Detective Mattson know on December 9, 2010 the below individual not coming to the hearing, because he killed himself and his wife in January 2010. His case has & is occupying the roster of the Board for over a year. (unless there’s another guy in CT with that name, not likely)Verified Still Listed BOFE roster 11-12-10,3:15 pm

Commissioner if you would be so kind, could you ask Detective Mattson or other designee to go through the next 2 hearing dates for 12-9-10, and 1-13-10 and review those files and strike there deals a few days prior to November 17th & and notify the Board prior to November 17th , the day that Sue of the Board of Firearms Examiners has a deadline to mail out questionnaires to the Law enforcement Departments, and post changes to the BOFE Hearing roster, so that the citizens of Connecticut on the roster can be heard without any additional delay, & and without any more waste of the Volunteer Board members time.
It appears that the state’s low-budget solution BOFE volunteers which has been in effect, since the 1960’s to protect public safety is being jeopardized, which appears heavily contributed to one individual, who can’t keep her paperwork or ideals in line.(Attachment #3)
I have witnessed much concern from the Secretary and other Board Member Volunteers in trying to reduce the backlog, but even with increasing yearly meetings, The State Police cases that resolve without being heard are making efforts to reduce back log futile, & are severely decreasing the impact!

On the November 8, 2004 call to Detective Mattson told me, “the firearms board was a waste of time and she had the back log up to two years so if I want to waste a whole bunch of time and money, feel free.”
I guess that was her way of telling me to file an appeal!
