    A. No person who has been issued a concealed carry endorsement by the Missouri Director of Revenue under Sections 571.101 to 571.121, RSMo., or who has been issued a valid permit or endorsement to carry concealed firearms issued by another State or political subdivision of another State, shall, by authority of that endorsement or permit, be allowed to carry a concealed firearm, or to openly carry a firearm, into any building or portion of any building owned, leased or controlled by the City of Battlefield.

    B. Signs shall be posted at each entrance of a building entirely owned, leased or controlled by the City stating that the carrying of firearms is prohibited. Any person so denied entrance or so ordered to leave the building may, thereafter, enter the building if such person is no longer in possession of a firearm. If such person refuses to leave the premises and a Peace Officer is summoned, such person may be issued a citation, and upon conviction, shall be fined in that amount, or those amounts, as are now, or hereinafter, authorized by Section 571.107.2, RSMo. Alot of ones you have posted as illegal are listed as legal on the cities list. You might want to PM Doc (sohighlyunlikely) he is the one that created the cities list. Ellisville for one just banned OC it goes into effect on the 16th. You have to watch how you look them up on sullivan publications, even though you have the city on the left side of the screen, if you type in weapons or firearms it pulls up other cities ordinances. Has happened to more than one person already, alot of what you posted is wrong unless in the last week every muni has passed new weapons ordinances.

    St John

    Hi Verd,

I thank you for taking on the task of a state list as the last one Com-Sec did has become way out of date. When I get time I will confer your list with my STL and STC lists. but I can tell you that
i believe you are incorrect on stating OC is legal in St John,

    SECTION 210.150: FIREARMS -- GENERALLY

    B. Openly Carrying Firearms. It shall be unlawful for any person to openly carry any firearm readily capable of lethal use within the corporate limits of the City of St. John.

    Doc

P.S. Just at a glance I can see you need to show that both University City and St Louis as illegal to OC.

I believe his premise is that if a city is listed without comment then it is legal.

If that's the case there are significant errors, NKC, for example is well known not to be 2A compliant.

You are correct. I was looking at Sec 210.160 instead of 210.150. I'll update that.

And you are correct as of University City and St. Louis. I posted the Municode list before I was 100% completed with it, sorry for the confusion and thanks for reminding me.

    I posted that Ellisville was:

Cannot OC in Ellisville except with a CCL

    6. Openly carries a firearm or any other weapon readily capable of lethal use;
    D. Subparagraphs (1), (6) and (7) of Subsection (A) of this Section shall not apply to any person who has a valid concealed carry endorsement issued pursuant to Sections 571.101 to 571.121, RSMo., or a valid permit or endorsement to carry concealed firearms issued by another State or political subdivision of another State.
    ??

EDIT: Also, I know that some codes that are online are not perfectly up to date. Just thought it would be nice to have a listing set up for all the cities that are supported through Sullivan and Municode.

Ellisville just banned open carry it takes effect September 16th. You have their current ordinance but after the 16th it will no longer be legal to OC in Ellisville.

Ahhh I see. Even with a CCL, you cannot OC in Ellisville according to the new laws. Damn... that really sucks.

I think each state needs to have a law that states that any local ordinance that is not posted online in a manner that is standardized and easy to locate is not a legitimate law. It is f***ing ridiculous that it is so hard to figure out the laws. They want to tell us that ignorance of the law is no excuse. Well I say obscure posting of local ordinances SHOULD be an excuse. It is extremely outside the bounds of fairness to expect citizens to know all the nuances of the law, especially when LEO's are so incredibly ignorant and it is their JOB to enforce the law.

Something has to give. I think an initiative to bring fairness to availability of the law is way over due. Does anyone know the initiative process? I can look it up and do this myself, but it would helpful to hear the voice of experience if possible. Let the anti-ignorance initiative start here.

We have MANY people wondering where it is and is not legal to OC in Missouri. Any chance we could get this to be made stickied and I will update it, every night if need be, whenever someone gives a cite that an additional city allows or bans OC.

Problem being you would have to check each muni at least once a week to keep up with new laws. I like your dedication but that would border on insane. What we need is enough people to volunteer that we could split the state up into manageable sections, and each person would keep that section of the state updated. Or we get preemption and not have to worry about it.

I, and others, are trying to get SB680 to pass (i.e. OC preemtion).

And it would be a dedication, but I'm willing to at least check with Sullivan and Muni as often as needed.

RSMo 562.031 - Ignorance and Mistake - General Principals of Liability

Regarding the issue of 'not up to date' on-line codes/ordinances. Understand that the burden is on the defendant to prove that your violation was because the city/town did not keep their posted stuff current at the time of the violation.

Do LEOs have the authority to 'interpret such statute, regulation or order'?

A statewide 'heat map' would be easier for most folks to understand. Meaning, that a area that is 'hot' (red) would indicate that OC is a no-no. STL would be a large 'hot spot'. This would reduce the need to check every city frequently. The vast majority of the state would be green/blue, OC not banned. Yellow for the OC w/CCW permit.

Most folks who OC probably already know this, but this may help folks who wish to OC but do not due to the patchwork that is OC banned/not banned.

The visual would point folks to research only those cities based on area instead of trying to determine where the city is with respect to their travels.

Make a personalized Google Map for the hot spot. if you zoom out to 2 miles, Maplewood is highlighted in red. This works by making Maplewood a favorite spot on your personal Google map.

I'll give it a try and see how it works out.

Not really. They COULD set you free and not charge you under officer discretion, however, the statute you posted is a lawyers tool and a judges gavel makes it work.
In other words, depending upon the conversation with the LEO you might or might not go to jail. If he asked you to cover it because you have a ccw and you did, you might walk, if you argued back politely and stated it was not against the law in a reasonable manner and he KNEW it changed recently, he might inform you as much and request again you cover, if you complied you might walk.

IMHO it REALLY depends, Good LEO and not an anti gunner, you might get lucky, good leo and anti gunner, coin toss, bad leo exercising his power over you, a bad day. When it hits court, good lawyer, and judge, you might walk, either one bad, you may have a real bad day.
FYI posting the new regulation for 30 days on the city bulletin board is “reasonable notification” and there is not currently a requirement to make it available via the internet. A bill died about 3 years ago trying for that, but since the board was on the AG’s site and use of it was totally optional for any city, it was a total waste anyway.

I'm looking for a bit 'o clarification on Grain Valley. It appears according to the OP, that Grain Valley is OC legal, except in parks. Am I correct? I'm headed up there tomorrow to pick up some ammo, and I don't like leaving my firearm in my car unattended. Thanks!

Also, how do you know Ellisville is illegal, even with CCW? I guess the codes on Sullivan are out-of-date. Good to know, since I was planning on OCing in a couple weeks after my CCW gets here.

PS: A heat map would be extremely helpful, but would indeed be a massive undertaking.
