Does DC have a 'Carry' provision on the books?

Discussion of the National Concealed Carry Reciprocity Act has gotten me thinking about DC.

I recall once having read that DC has a little known 'carry license' provision on the books (albeit never issued). So to ask the obvious, would that 'provision' satisfy the National Concealed Carry Reciprocity Act that requires recognition of non-resident carry permits in those jurisdictions that have a 'provision' for carry (even if, in practice, such a license is never issued)?

After the Heller decision it was repealed. The Palmer v. DC lawsuit addresses carry in the nations capital. A decision from the District Court is long overdue.
