For those who want the cliff notes (I didn't read them, just skimmed the headers),
the 103 bill is to provide penalties for receiving stolen firearms

and 75 is telling the DNR what they may or may not do about the deer hunt.

I watched the public hearing on SB75.

The motivation fro the bill. A cop had all his guns stolen from his house. They recovered all but one handgun, but they knew who recieved it, but the person was not going to give it up. They wanted to be able to threaten him with a felony and bring it down to a Misdemeanor if he cooperated.
