    I just want to read it.
    I Dont want to load a bunch of new software,
    just to see public information.

    I didn't load anything, just clicked on the link on the linked page and then on "open"..poof right to the doc.

    Yeah, that.... clicked link... new window.... new window had "download" button... open/save/cancel window popped up.. clicked open... voila. PDF opened.
