SB228 on it's way to the Governor's desk

I was going to let someone else post first about this but I don't see that being done.

SB228 passed the Assembly yesterday, rather early in the session, and is now on the way to the Governor's desk, to allow uncased long guns in/on vehicles and loaded long guns in/on vehicles while they are stationary. https://docs.legis.wisconsin.gov/2011/proposals/sb228

IMPORTANT NOTICE: GFSZ still applies so long guns would still need to be unloaded and encased in a GFSZ.

I thought this was only about stationary vehicles but if my reading is correct, after this is signed we may now transport an UNLOADED rifle in our vehicles without it being encased. Is that right? If so, that's excellent. I hate having extra cases with me all the time for deer hunting just so I can transport drivers back and forth. I realize they still need to be cased (besides pistols with a permit) in GFSZ.

So unloaded in a moving or stationary auto = good

Loaded on or against but not in a stationary vehicle running or not = good

Set on a stationary auto running or moving unloaded (tie it down..lol) = good

Set on a stationary vehicle running or not loaded = good

Traveling through or you are in a GFSZ = must be unloaded and encased OR locked in a rack.

Hopefully I got that all right!

Damn it Jason, you beat me by 9 minutes!!! Lol. But, yes locking it in a rack would work for the gfsz. No longer needs to be encased. I bet dodge had somethin to do with this bill. Remember the truck with the gun rack in the side of the truck bed?

I read the summary and trying to figure out why locked is ok through the GFSZ, i'm new to legaleze.

If so, eff yeah, I'm mounting an AR in my trunk.

(B) Subparagraph (A) does not apply to the possession of a firearm— (i) on private property not part of school grounds;
(ii) if the individual possessing the firearm is licensed to do so by the State in which the school zone is located or a political subdivision of the State, and the law of the State or political subdivision requires that, before an individual obtains such a license, the law enforcement authorities of the State or political subdivision verify that the individual is qualified under law to receive the license;
(iii) that is— (I) not loaded; and

(II) in a locked container, or a locked firearms rack that is on a motor vehicle;

1m. A person who possesses the firearm in accordance with
18 USC 922 (q) (2) (B) (i), (iv), (v), (vi), or (vii).
1r. Except if the person is in or on the grounds of a school, a
licensee, as defined in s. 175.60 (1) (d), or an out−of−state
licensee, as defined in s. 175.60 (1) (g).
2m. A state−certified commission warden acting in his or her
official capacity.
3. That is not loaded and is:
a. Encased; or
b. In a locked firearms rack that is on a motor vehicle;

The Governor signed SB228 into law. He also signed the bill the would bring 'Earn a Buck' to an end.

Caslte Doctrine and several other bills passed this week will be signed next week after Walker and DOA can review them all.
