    so why can a library

    Why can a library post, even though a city decides not to post?

    I have been trying to dig through the wisconsin state statutes, and I can't find anything that would seem to apply. Does anyone know what gives libraries the authority to do something different than the city?

    What has a library to do with the political subdivision (city, town, village) in which it is sited? The local library here is a branch of a county library. I may add more on later edit ...

    None of the library policies, collected here http://dpi.wi.gov/pld/policies.html, addressed firearms/guns.

    The governing statute chapter is Wisconsin Statutes Chapter 43 Libraries

    A library usually has thier own 'board of governance' (if you will for the lack of the proper tem) to make decisions of the library. I suppose it would be like the County Board letting City Councils make decisions on city matters, not that a library is a political subdivision of city government, but it has it's own governing board.

    is that goverening board allowed to make rules stricter than the level of government directly above it???

    Library boards have a lot of independence to make decisions affecting the library. As I mentioned earlier, librarians are very serious about first amendment rights and the fight against censorship.
    When in danger you can dial 911 and hope for the police to arrive a few minutes later armed with guns.

    You can cc with both your weapons in front if you wear the Speedo backwards.
