In an article talking about what colors of people are stopped, searched, ticketed, & arrested most often in Milwaukee, MPD Chief Flynn came up with this (emphasis mine):

Flynn said he is willing to admit that his more aggressive strategy can lead to drivers being stopped more often in high-crime areas. He likened the situation to being frisked at an airport security checkpoint - a necessary safeguard.

"Yes, of course we are going to stop lots of innocent people. The point is, do folks understand what their role is as a cooperative citizen in having a safe environment." Flynn said.

"That level of inconvenience, if it's coupled with respectful treatment, is something communities will accept to be safe. If the price of me walking down my neighborhood in safety is once a month (a police officer stops me), people are going to say 'That's OK with me, it's about time we saw the cops here.' "

And in talking about the vast difference between the search rates for cars driven by melanin-gifted & melanin-impaired people, which result in the same rate of finding "contraband" he had this to say:
cops are doing a pretty good job identifying who needs to have their car searched
In both groups, about 20% of searches found "contraband" of some kind.

(Actually, analyzing data more closely + comparing it to residents, victims, & criminals in an area, the stop stats pretty much match the area resident stats.)

From Wikipedia, about says it all.

"Edward Flynn began his law enforcement career rising through the ranks of the Jersey City, New Jersey Police Department, serving as officer, sergeant, lieutenant, captain, and inspector. He subsequently served as police chief in the towns of Braintree, Massachusetts and Chelsea, Massachusetts. From 1998 to 2002, he served as Police Chief in Arlington County, Virginia, where he was responsible for leading the police department's response to the September 11, 2001 attack on the Pentagon, and the 2002 Beltway sniper shootings.

He returned to Massachusetts in January 2003, when then-Governor Mitt Romney appointed him as Secretary of the state Executive Office of Public Safety, the parent agency of the State Police, Department of Correction, the National Guard, the Department of Fire Services, Office of the Chief Medical Examiner, Parole Board, and the Emergency Management Agency.

He resigned from Romney's Cabinet in March 2006, when he was appointed as Police Commissioner in Springfield, Massachusetts, serving in that post until his appointment as Milwaukee Police Chief in January 2008."

Another reason for "Any other Republican but Romney." Heck, if Romney is elected I wouldn't be suprised to see Romney appoint him to head up the ATF. He's good at putting gun stores out of business.

Philanderin' Flynn hates the Constitution and freedom. Nothing new there. At this point I am starting to think Milwaukee is getting what it deserves. The voting process has consequences.

Easy there HH. Remember Flynn was APPOINTED by the mayor, NOT voted in. Hopefully the mayor situation can be remedied next election. Not all of Milwaukee, myself included, deserve that idiot Flynn but I was born and raised here. Which means that I was here long before those clowns and therefore refuse to let these anti-freedom liberals win.

Nothing personal. I am well aware of how the felonious "top cop" attained office. Someone voted for the current asshats in office. The bean eating chief-o-da-troops is a result.

If that story is even remotely true the courts should be bogged down with civil rights lawsuits. Lawsuits against the well documented law breakers with badges. Yet we hear nothing. If your neighbors can't be bothered with helping themselves why should we?

Mayor Tom Barrett said he anticipated that citizen complaints would increase with the dramatic rise in traffic stops conducted by police.

But they haven't - traffic stop complaints have dropped 18%, from 40 to 33, through the first 10 months of this year compared with the same period in 2009, when detailed data on complaints related to traffic stops was first collected, police records show. Overall, citizen complaints have fallen 45% since 2007 for the same time period.

Apparently your neighbors enjoy the attention?

It's not just Milwaukee. Any large city will turn socialist and trample rights with alarming frequency. Jack booted thuggery is a foregone conclusion.

Bwhahahahahahahahahahaahaa!!! The cops get it wrong 80% of the time! That is hardly doing a good job figuring out who's car needs to be searched.

Bwahahahahahahaha!! Air! Gimme air! I can't breathe, I'm laughing so hard.

I hope Milwaukee can turn the socialist tide, but with at least three universities in town, a plethora of leftist elitists, many entitlement recipients and a long history of a socialist leaning political class, its going to take a minor miracle.

http://www.milwaukeehistory.net/mus...cking-the-vault/socialist-party-records-text/

If it were not for our needed jobs, my wife and I would have moved long ago.
That said...
With no question in my mind, the issue Milwaukee has, is the same issue most any large city has. Entitlement, or the feeling of entitlement. Right now it's "America wide".
How can we ever vote out our local government officials, when all of the people on our entitlement programs know full well that any change would cut some of the "free" money given out? It is like a vote for a pay cut for them. And yes, we have a lot of them in Milwaukee. And yes a lot of them do vote now...
Keep in mind, my mother was on State aid when I was born. For a little we needed the help. It was never a life long choice for us, and we got off the system as soon as she finished her schooling. I also know that she was made to pay back some of the aid we did get, once she had a good job again.

One thing I do know also, is that Milwaukee does have a super strong Socialist Party history. It has been grown for a long time. It will take a long time to forget...

I have no idea why it is that we do not get any choice as to keeping Flynn in his position. He should have been removed from office long ago. But as XDFDE45 said, we have no vote that will kick him out.
We have to remove the Mayor to change the police in Milwaukee.
The Milwaukee Mayor has a lot of support from the far left State wide.
I think the only way to remove him from office, would be to find someone that has a lot of State wide support.
Money, in this city, looks to be what it takes to win. Just ask Mkegal...

HH: Apparently your neighbors enjoy the attention?

I think it's more of a learned helplessness,
much the same reason calls for help have supposedly decreased:
slow or no response, hassling citizens who aren't doing anything wrong, dissuading people from filing reports on crime (including with IAB), refusing to interview or take statements from witnesses (Riverwest mob attack)...

If nothing will come of it other than more bad attention from the people you're complaining about, why complain?

I'm sure there are good MPD officers (have met a few, including one on the 11th), people who take their oath to uphold the law & Constitutions seriously, who want to make the world a safer place.
We need a whole department of them.

I hear you. Once again my comments are not personal.

They are born out of frustration. While we here are natural fighters the majority of our brethren would trade every freedom for a few happy meals and basic cable.
