1. Open Holster Rally



Many thanks to those that came out to support the Open Holster Rally and braved the cold to defend the rights of Maryland gun owners. With about 100 in attendance, we would have obviously liked to have seen more but those that came were part of the solution towards reforming Maryland's antiquated and biased policies on the right to self-defense.


Attendees were treated to inspiring words from Charles Lollar, Delegate Mike Smigiel, Delegate Don Dwyer, Jane Weaver of the Second Amendment Sisters and Anne Arundel County Councilman Jerry Walker who outlined many different aspects of the legislative, judicial, social and Constitutional considerations of the right to keep and bear arms effort in Maryland. We thank them all for taking time from their busy schedules to support MSI.


A huge thanks from our whole community goes to the MSI members who stayed in downtown Annapolis all day with their blue shirts on, handing out literature and talking about Maryland's current laws and how out of step the state is compared to the rest of the country.

3. House Bills 2012


HB-45 - Handgun Permits - Qualifications - Presumption and Burden of Proof - SUPPORT


No Hearing Scheduled


Repealing the requirement that the Secretary of State Police base a finding that an applicant for a handgun permit has a good and substantial reason to wear, carry, or transport a handgun on an investigation; establishing a presumption that an applicant for a handgun permit has a good and substantial reason to wear, carry, or transport a handgun for the purposes of qualifying for a handgun permit; and establishing that the Secretary has the burden of specified proof.






HB -208 - Baltimore City Public School System - Governance - NO POSITION


This is just a functional bill that rewords some of the language in this part of the existing code. It's only filed as a "gun bill" because this section of the code authorizes Baltimore City Schools Police Officers to carry a firearm. There's nothing of interest for our folks.






HB-209 - Public Safety - Possession of Firearms - Crimes Committed in Other States - NO POSITION


No Hearing Scheduled


Prohibiting a person from possessing a regulated firearm, rifle, or shotgun if the person was previously convicted of an offense under the laws of another state or the United States that would constitute a crime of violence or a violation of specified provisions of law if committed in this State.


This bill modifies HB-241 that passed last year. HB-241 specified that anyone convicted of any of a series of enumerated crimes of violence would be prohibited from owning any firearm. HB-209 extends that to include convictions in other states. We have reservations about how a correlation will be drawn between offenses in other states, where the crime may not be a disqualifying crime, and Maryland code. However, it's likely that the trial attorneys, including many of the members of the General Assembly who are attorneys, are going to put this one to rest and it is better left to them.





HB-256 - Regulated Firearms - License Issue By Delaware, Pennsylvania, Virginia or West Virgina - Reciprocity - SUPPORT


No Hearing Scheduled


Specifying that a license to carry a regulated firearm, including a concealed regulated firearm, issued to an individual by Delaware, Pennsylvania, Virginia, or West Virginia is valid in Maryland.


We'll have more on this bill in the very near future.





HB-300 - Public Safety - Handgun Permits - Renewal Period For Retired law Enforcement - POSITION PENDING

SB-64 - Public Safety -Machine Gun Registration - Notice To Renew - SUPPORT


Hearing Scheduled for Thursday, February 2 at 1:00pm


Requiring the Secretary of State Police, on or before March 15 in each year succeeding the registration of a machine gun, to notify the registrant in writing of the requirement to renew the registration.


Background on this bill:
A person who acquires a machine gun must register the machine gun with the Secretary of State Police within 24 hours after acquiring the machine gun and in each succeeding year during the month of May. The Secretary of State Police is required to prepare and, on request of an applicant, furnish an application form for registration.

•Tell them that this is common sense legislation that protects Maryland citizens who go to extraordinary lengths to comply with both state and federal laws in order to own these firearms.


•Tell them that there is no reason that the Maryland State Police can not manage this from a logistical and fiscal standpoint. There are 928 machine guns registered in the state of Maryland. If the emissions program can send out thousands of reminders every year for the $14 inspection fee, the Maryland State Police can send out 928 reminders.


•Tell them that the cost of sending these reminders is ultimately cheaper than enforcement against those law-abiding Maryland gun owners who forget to mail in their annual registration for their machine guns.

I'm curious as to why MSI isn't "strongly opposed" to HB -208.

I fail to see the need for what amounts to truancy officers and school security guards to carry firearms if the teachers can't ALSO use being in a MD school as a "good and substantial reason" for obtaining a permit.

I mean if MD schools are SO dangerous that the School Police need to carry, then EVERY teacher who applies for a MD Permit to Carry a Handgun should be fast-tracked through with a "Golden Ticket"...

I'm not picking on you guys, I'm just wondering why you have "no position" on this obviously preferential bill that carves out yet another "preferred group" of MD government "officials" that are allowed to carry while Annapolis CONTINUES to deny the law-abiding citizens of this state their fundamental human right to self defense...

If you want to see opposition to bills that carve out preferential populations, hang on to your hat. There are two that will be dealt with in the near future.

It's good to see tht you are not only fighting for our Right to Carry, but also AGAINST "perks for protected groups" with regard to preferential treatment for LEOs, Officers of the Court, etc...

The LAST thing MD needs is to give more perks to these protected groups--they have proven themselves untrustworthy time and time again.I'm sure you've already done the research, but incase you haven't you should look into the crime trends in MD regarding permit holders and those allowed to carry by statute without a permit.

What I have found was shocking (but not surprising, knowing the history of MD LEAs...)

From my research, EVERY SINGLE person convicted of a violent crime in MD in the last 3 years (probably even further back than that) who was LEGALLY allowed to carry was an LEO, Officer of the Court, or elected official. Not a SINGLE "unrestricted" permit holding "civilian" has been involved in criminality.

And THESE are the people telling US that we can't be trusted to carry in MD?

Someone needs to bring these facts to light in the media, and in Annapolis, and I think MSI might just have the "juice" to get away with calling out the hypocrites and liars in Annapolis and Pikesville for what they really are.

Keep at it guys! It's good to see that MSI is getting a little more agressive in their tactics...

I have been asked to testify in Annapolis concerning reciprocity with Virginia.

As far as I am concerned, even if MD does pass reciprocity with Virginia I will never enter that state with a gun. :eek: That is, until they remove the "duty to retreat" and add some form of castle doctrine and open carry...

Maryland has long had Castle Doctrine inside the home. Two years we were able to add civil immunity to that....something that Virginia is pursuing this year if I remember correctly.

I believe most states versions of castle doctrine also include youre vehicle.
For instance , if you are being car jacked, you have no duty to retreat.
Or if you are in your yard and attacked.

I realize you get a lot of crap thrown at you here on the board.
But Im glad to see someone taking proactive action to protect the rights of Marylander's.
If I were still living there, Id be an active participant in most of your organizations activities.

Maryland would be a great place if it werent for the ultra left wing residence, the crime and the lack of gun rights there.

Being from the great Pacific North West I find MA, MD, NJ and NY gun laws just mind boggling. If my wife ever wants to move back to her family in NYS I'm not worried, as she has "connectons" through her family...but WHY should you need connections to get an unrestricted permit to carry in a reasonable time period?

Out here, you can OC with out a permit, and a concealed permit is $55.25 and a few minutes of time at the Sheriff's office. Your Shall Issue CPL shows up in no more than 30 days, and can be as soon as a few minutes later. My last permit came in the mail 4 days after the app was submitted. Applied on a Thursday, new permit was in the mail on Monday. No training required.
