Two homicides from 2009, where the bodies were found outside City Limits, are being added to the 2009 Baltimore Body Count (taking their 2009 count up to 240). Apparently, new information in the investigation shows that the victims were killed INSIDE the city limits, so technically they count as happening in Baltimore.

Of course, this makes the 2011 final numers appear to be even MORE of a decrease than previously announced. Even though there were still 194 homicides in 2011, with a higher number in 2009, the statistics will have to be re-calibrated, making the 2011 numbers look like even more of an "improvement"...
Talk about "creative solutions" to lowering the homicide rates this one takes the cake. Who would have ever thought to boost the numbers of previous years to make the most recent year's numbers appear to be statistically lower? Brilliant, freaking brilliant...
