He wants to use $1.7 Million.

If Congress simply prevented the National Forest Service from closing off land, the National Park Service from annexing land, the Bureau of Land Management from including "no shooting" as a ridiculous, do-nothing rule, and whatever green Nazis enacted all the uber-protected land crap, the cost would be $0.00.

Actually, it would probably make a profit, as it costs money for all those agencies to sit around thinking up and implementing their do-nothing rules.
