Reciprocity with missouri?

Is there reciprocity So what is the deal will Missouri CCW permits be valid in IL? If so on what date will this law take effect?

No, Ill will require you to get the $300 out of state permit to carry in this state.

You can carry a loaded gun in your vehicle today if you are a Missouri resident. HB183 allows non residents with a permit AND non residents without a permit from unlicensed open carry states who are of age in their state to carry loaded in your car. Right now. Today. Outside your car it's unloaded and enclosed in a case just like Illinois residents.

The law says the gun does need to be concealed in the vehicle and if you leave the vehicle the vehicle needs to be locked or the gun put in a locked container. Previous to this the console was ruled a container so a locked console should work if you didn't lock the vehicle.
