I don't understand, if OC already is legal what is he going to "loosen up?"

Let's hope that was a misunderstood statement from the media morons.

Both Walker and Neumann barely understood the issues during the campaign and I doubt that has changed much since then.

Walker doesn't know what he is saying at this stage of the game. He is simply dizzy right now trying to give everyone he made promises to something to mollify them until he can really get down to business and deliver barely half of what he promised while campaigning.
