I think he getting civilians and cops mixed up, cops do get shot with there own weapon fairly regular. It does happen to civilians too, but very rarely.

Biden has done this several times in the past; made a comment that is open for interpretation and never specifies it unless cornered. I doubt he will ever clarify the statement.
