Question about uploading documents, etc. and managing what has been uploaded

I think I know how to upload documents, pictures, etc. - when one chooses "Post New Thread", one of the icons (a paperclip, denoting "Attachments") allows one to upload documents, etc.

I note that the limitiation is 1,000 KB - and that I've used only a small portion of my allotment. Two questions - 1) can one get a larger allotment, and 2) how does one identify and possibly delete old attachments to free up uploading space?
