I know there has been some issues in VA about non resident permits lately. Has that issue been resolved? Is my Pa permit valid or not in VA? Can I carry in my car with out a permit? I know OC is legal in VA but can I OC in my car?

Virginia Concealed Handgun Permit Reciprocity and Recognition
EFFECTIVE JULY 1, 2016 the holder of a valid concealed handgun or concealed weapon permit or license issued by another state[SUP]1[/SUP]may carry a concealed handgun in Virginia provided:

  1. the holder of such permit or license is at least 21 years of age; and
  2. the permit or license holder carries a photo identification issued by a government agency of any state or by the U.S. Department of Defense or U.S. Department of State; and
  3. the holder displays the permit or license and such identification upon demand by a law-enforcement officer; and
  4. the permit or license holder has not previously had a Virginia concealed handgun permit revoked.

You may OC in your vehicle w/o having a permit to conceal. You may also carry/store the handgun in your secured (not locked) console or glove box compartment.

We are going to VA Beach. Any places I should avoid?

Check the weather report - you might want to avoid the lower topographical locations.

Actually, I'm told that the latest tropical storm will have minimal impact on VB.

weather aside, there are no "bad" parts of Va Beach to avoid. There are the typical anti-gun places (most malls, TGI Fridays, Buffalo Wild Wings). Few if any will notice let alone react to an OC'd fire arm. I have had many more comments/thanks for exercising my second amendment rights than I have had people commenting negatively on my choosing to carry.
