I've passed buses on the Freeway where the Driver is the only one aboard and they are on a regular "route", not just returning to the base.
The speed limit is the law, and I am required to obey the law. If you want to pass me, go right ahead and do so. Don't honk, flash your lights or tailgate. It acts as a tractor beam and just slows my car/truck down... The closer you get to me, the slower I have to go to ensure I can stop safely and not get rear ended...
One quick interjection here. Someone behind you flashing their lights (at least in Europe) is supposed to be a courteous gesture meaning "please move over, I'd like to pass. The other side to that coin is people who drive too slow in the left lane without reason. That too creates a safety hazard and impedes the flow of traffic.

Being tailgated would be a special hazard that allows under the posted limit driving.

Driving too slow in the fast lane (that is, failing to keep right except to pass) is ALSO illegal in WA. This isn't a law issue so much as a courtesy one. If you're going slow than the flow of traffic, keep right.
It is only illegal if you are impeding normal and reasonable movement of traffic. If there are hazards that would dictate a slower speed than the posted max then no it is not illegal.
You're right but "Cranial Rectal Inversion" isn't recognized as a legit reason to be in the far left traffic lane going slow.

Joe, I think you might be misinterpreting the intent of this one. The way I read it is its illegal to drive with your high beams 'steady on' in this situation.
I realize it doesn't clarify on steady or flashing beam, but I think the intent is there.
