Actually, what REALLY happened, is this guy in the wheelchair is a returning Vet, who is suffering from PTSD, and is a hard-core conspiracy theorist member of White Al-Caida. He was "baiting" the police with a voice recorder, while handing out "Jury Nullification" flyers, and when he tried to speed away from the police (who JUST wanted to ask him some questions) the lanyard of his voice recorder got caught in the wheels of his scooter, ejecting him from the chair onto the concrete.
It was later found that he had three baggies of prescription drugs on his person (none of which, interestingly enough, had his fingerprints on them, but were, oddly, in official department-issue evidence bags), and his cellphone was found to have child porn and bootleg music illegally downloaded to it, despite the fact that it wasn't a smartphone.
He is being charged with "evading a question", "moping with intent to creep", Creating an Unauthorized Public Educational Event", "assault of an officer with a deadly scooter", and "Operating a motorized chair without proper tags or a license".
Charges are pending, and the investigation is ongoing, so you can't FOIA any of the records for this case, but the Mayor's office has announced that all the involved officers will receive commendations for their part in apprehending this dangerous terrorists, as well as new boots to replace their old, blood-coated ones...
