Open carrying a handgun between 18 and 21 can be a sticky-wicket.

There is no Ohio case law addressing this issue, ORC 2923.21.A careful reading of both cites by color of law will show that there is no prohibition against *possession* of a handgun by someone 18 or older but not yet 21 - the issue, in Ohio at least, is that there are only a couple of ways for someone between 18 & 21 to legally acquire a handgun - see ORC 2923.21 (B), or of course if the handgun was legally acquired while a resident of another state before becoming a resident of Ohio. Note that gifts from parents or other relatives are *not* an exception to the prohibition in Ohio against furnishing a handgun to someone under 21.
So, if legally acquired you can legally open carry the handgun, but be prepared for interactions with law enforcement.
What crime would the kind officer charge the young man with. The most the officer could do is ask for ID, and that showing him to be over 17 would remove reasonable suspicion.
of course CoL, we all know the nice LE would treat a young adult with the same common courtesy they would extend to a beaten up wisen adult citizen open carrying a handgun, nor would they ever misspeak the truth to a yound adult either!

There are 5 cases that mention ORC 2923.21(A)(3). Only three that actually address 2923.21(A)(3).(3) Furnish any firearm to a person who is under eighteen years of age or, subject to division (B) of this section, furnish any handgun to a person who is under twenty-one years of age, except for lawful hunting, sporting, or educational purposes, including, but not limited to, instruction in firearms or handgun safety, care, handling, or marksmanship under the supervision or control of a responsible adult;

(please learn that statement to recite to the nice LEs for your recording of any incidents!)
