It has come to my attention that you are assuming you can escape the grip of KRS 65.870 by claiming the Lawrence County courthouse is in the same building as the Circuit court, District court, and Circuit clerk facilities. I suppose you should research OAG 97-9, which can be found here:

Openly carried firearms (concealed firearms as well since your ILLEGAL ordinance has been declared null, void, and unenforceable by authority of KRS 65.870) cannot be prohibited in any public office, and the County courthouse in Lawrence County contains all public offices; the Courthouse Annex contains the COJ. Regardless of whether these buildings are connected by a hallway or not, carry cannot be denied in the side of the Courthouse that contains your office, Mr. Osbourne's office, the County clerk, etc. One never has to enter the COJ side of the building to enter the public offices, nor do they have to do so to attend a Fiscal Court meeting; blueprints of the building(s) in question will prove this beyond a reasonable doubt.
Below you will find pertinent information that you should take into account before you needlessly spend thousands of dollars that belong to the taxpayers of Lawrence County:

From the KY Supreme Court ruling for "Holland v. Commonwealth":
"In our state the legislature is empowered only to deny to citizens the right to carry concealed weapons. The constitutional provision is an affirmation of the faith that all men have the inherent right to arm themselves for the defense of themselves and of the state. The only limitation concerns the mode of carrying such instruments. We observe, via obiter dicta, that although a person is granted the right to carry a weapon openly, a severe penalty is imposed for carrying it concealed. If the gun is worn outside the jacket or shirt in full view, no one may question the wearer’s right so to do."
