There are NOT a million armed federal agents. The number was more nearly 120,000, in 2008. About half are DHS. Numbers do NOT include Air Marshals or CIA.
(There are about 2.2 million troops in the US military, for comparison.)

State and local agencies had 765,000 sworn officers in 2008, with about half of the agencies having fewer than 10 officers each.
Sworn officers were broken down like this:
182,979 sheriffs' officers
461,063 local police
60,772 state police
56,968 in special agencies, like universities, parks and airports (non-federal officers)

NYPD had 36,023 officers... guess Bloomberg is looking for things for them to do.
