From the updates at your link, it appears that the Utah House amended the bill to include an effective date of May 10, 2011.
I was checking updates in the slim hope that the House would act more sensibly, but it appears they are all drinking the Texas Koolaid.

Looks like May 10, 2012 is the effective date for new applicants, and Jan 1, 2012 is the effective date for renewals....as they didn't remove the Jan date in the amendment...
º ºº º (c) Subsection (4)(a) applies to all applications for the issuance of a concealed
firearm permit that are received by the bureau after May 10, 2011.
