On a side note here, I mentioned I'm willing to sign the recall petition on walker.

However, I think there is no chance in hell the recall effort will the the 500K+ votes needed for the recall election. Even with a few thousand angry gun owners adding on, if that.

But I will give walker his chance to make things right. He's got about 3 months to do that before the petition is supposed to be submitted. Maybe I'll cool down in that time, or maybe he'll do the right thing for gun owners. I don't know.

That's the problem. The average rulemaking in Wisconsin is 18 months, start to finish -- if the rule isn't controversial. Controversial rules take longer. This one will be controversial.

Walker says there wasn't time for DOJ to fix the rule???! It would have taken a competent secretary 3 minutes to fix the emergency rule by axing the certificate and hours of training nonsense. DOJ could then put that stuff back in its proposed permanent rule and take it to public hearing.

They've given CC all the thrilling momentum of a gleaming, stainless steel anvil....And they obviously like it that way.

Everyone who has one should use the hunter safety certificate to apply for the permit. That was included in the legislation to protect us against just this sort of thing. Take any course you want, but use hunter safety to apply. The more who do, the louder the message we send.

My question is if all we use is our hunter safety certificate, what happens when the rules (if any) require additional training? Are we exempt? Plus if signatures are required on the hunter safety, that will not work for me as I know two of the instructors have passed on. I have taken an CCW course and very glad I did as it was something I wanted to do for myself. I was on top of all of this at one time but have been lost with all of this government crap.
Any ideas on this?

On a separate topic, I know we have members who are hunter safety instructors.
How hard would it be to set up classes for WI Carry / OCDO members in the next couple weeks, so we could all have HS - which is, as many have pointed out, the only thing they can't mess with, since it's spelled out extremely clearly in the new law.

(If it's like boating safety, it would require a warden to speak w/ the class, which would be a limiting factor.)
Next question would be how long does it take DNR to send certificates? Would it be worth waiting a couple weeks to mail in a cc permit application in order to have unquestionable training AND make a point?

Are these emergency rules on the web somewhere? I recall reading a post (not sure which forum) that said the emergency rules are 41 pages long...was he just talking out his arse?

Since I know I will pass any background check because I legally own and have purchased from several FFA dealers, I plan on sending in a check in excess of the proper amount needed for a permit, so it arrives before November 1st, and I will carry a copy of my WI Hunters Safety certificate with me. What do you think will happen if I am to be found with a concealed firearm in my possession?

The law specifically reads that it takes effect November 1st, 2011 not before, not after! We are supposed to already have permits in our hot little hands on that date!! Is it my fault the DOJ has a severe case of "Cranial Rectulitis" and could not get their schitt together on time? They do not make the laws, they are tasked to enforce them only.

The change in laws takes affect on the 1st of next month, and I will be carryinbg concealed outside of my home and business on that same date, I see this as very winnable in court. So "F" them!! I have been waiting 26 years for this, and I am not waiting a single day after the law change happens.

I could be wrong but I think some where the law says something about concealed carry being legal only WITH a permit... I know the law takes effect on Nov. 1 but it also says something about the DOJ has 45 days after Nov. 1 to start issuing the permits. One of the changes that will be legal after Nov. 1 is the loaded carry in a vehicle thing. Open Carriers will no longer have to do the dance every time they enter a vehicle as well as open carry on a boat and other vehicles will also be legal. I am sure there are other changes that will become legal after Nov. 1 but can't think of them now. But I a pretty sure "Concealed Carry" without an actual permit will noy be one of them.

I know how you feel. I fell the same way about the change in Statute 167.31 making loaded and holstered on the hip in a vehicle legal after Nov. 1 and now some are saying, NO, it has to be visible from outside the vehicle (mounting a holster on the dash)... After Nov. 1 I will be carrying per the new Act 35 Statute 167.31 as in loaded and holstered on my hip... If I end up being a test case on this issue then so be it. I have waited long enough to carry that way (unnessesary additional 4 month wait AFTER Gov. Walker signed the BIll) and strongly feel that a holstered firearm on the dash will draw more negative attention from the general public (not to mention BG's or LEO's) so After 12 AM on Nov. 1st, I will be taking the risk of (open) carrying in a vehicle per Act 35.

As I am an open carrier and will continue to open carry after I get the WI permit, I will be getting it for the GFSZ thing, and to not have to worry if my jacket inadvertently covers my sidearm and I guess because it will cover the holstered on the hip in a vehicle thing.

Edited to add: Granted I ahve not been waiting anywhere even close to 26 years...
