What do you mean? I just have statements in the report made by the officer quoting the witnesses.

I personally avoid P.C. arrests when they aren't "on view" unless I have written/signed statements from the witnesses. That is to cover my butt just in case they "forget" or something like that when it is time to prosecute the case. I'm surprised the cops in your incident apparently don't have witness statements filled by the complainants.

On the last page, it says, "Victim letter completed: Yes." Is that it? I dont have it.

I've not heard a witness statement called a victim letter before. That sounds like something else.

Oh, okay, something I missed before. It says, "List of written statements obtained and attached:" Its blank. So I guess he didn't.
