Not so.

The resident of a city can apply at the city OR the County Sheriff. Reason being is they are a resident of both the city and the county. A person in the unincorporated county area can ONLY apply at the County Sheriff. Reason being they are not a citizen of the city and the city can't be compelled to provide services to a non-resident when they have the county to go to.

Now if you are not a resident of the state, you can go anywhere you wish, they have a longer period to process in that case (up to 60 days)

(13) A person may apply for a concealed pistol license:

(a) To the municipality or to the county in which the applicant resides if the applicant resides in a municipality;

(b) To the county in which the applicant resides if the applicant resides in an unincorporated area; or

(c) Anywhere in the state if the applicant is a nonresident.
